It is noteworthy that of the total hospital revenues, the innovations introduced and implemented namely the Consignment system and the Hospital User's fees contributed substantial amounts which sourced the various needs of the hospitals.

(Sourced the hiring of 12 agency paid clerks, 1 pharmacist and 1 medical technologist, acquisition of 1 delivery truck, acquisition of computers and IT program for the hospitals)

II. Infrastructure Improvements

The completion of the 96 Million Don Vicente Gustilo District Hospital in Escalante, Negros Occidental in July 2008, a DOH licenced 50 bed hospital with the province's counterpart funding of P50 million, 30M from the city and 10 million from the congressional fund and P6M from the DOH; 


III. Equipment Upgrading

As a result of the equipment-consumables tie-up arrangement, 8 units of blood chemical analyzer were distributed by the IPI and DALBY suppliers to our district hospitals. These translated to savings for the hospitals as the medical equipments are used free of charge with only the consumable supplies paid for. The average cost of this equipment is P360,000 each or a total of P2.880M for the 8 units. 


IV. Medical Missions/Outreaches 

In partnership with various humanitarian and charitable organizations extending 279 major, 269 minor operations and a large number of OPD services. At a conservative cost of P20,000 for a major operation and P2,000 for a minor operation, the province would have expended P6.098M to make these services available to the indigent patients. In this case the following groups have given this pro-bono to the province.

5. German Interplast Surgical Mission 
6. Yale Medical Mission (Gino Ang Group)

Donations of medical and dental equipment were received from Tulsa Okalahoma, and from the Phil. College of Surgeons in December 2008. Also from the Wheelchair Foundation of America and facilitated by Mr. Stan Togikawa, the province received 280 wheelchairs distributed to the various disabled through the PSWD and the Governor's Office. 


V. Other Programs 

1. Initial groundwork for the sisterhood tie between PNO-Nonescost School of Nursing and the Netherland's PUM "Project Sending Out Managers" Senior Experts Service

2. Approval and passage of the Hospital Reform Program in June 2008 for the modernization of the district hospitals and institute other reforms; 

3. Expanded coverage of the Philhealth Insurance Program for Indigents wherein 4% of the IRA will be allocated for the purpose; 

4. Legislate exemption of doctors from the wage levels set for those working in government to provide them with more lucrative salaries to retain their services.
